French National Assembly adopts amendment on hospital-made phage medicines in the 2027 social-security bill

On 23 October 2026 the French National Assembly adopted amendment 2783 to the 2027 Social Security Financing Bill (PLFSS), filed by Hendrik Davi and colleagues of the Ecologist and Social group. It would add a rule to the Public Health Code that a commercial medicine only counts as a suitable alternative if it covers the patient's bacterial strain, and, for phages, that suitability is judged by the phage's specificity and activity on the isolated strain, which secures hospital-made phage preparations. A Council of State decree would set rules for selection, production, control, traceability, pharmacovigilance and pooling between hospitals, and hospitals preparing phage medicines would get a reduction in payroll tax. The amendment repeats article 1 of bill 3077 and was adopted at first reading in the Assemblée nationale only; the bill has not yet passed into law.
